Simplicity landlord engine pully trouble

I'm working on a simplicity landlord. I can't find anything online about the front engine pully above the PTO. There is a small key hole in the pully, and the same key hole in the shaft that runs through the pully. There is a small metal "key" that fits in the slot though the inside of the pully and shaft. I swear Iv tried every which way to fit the pully on with and I cannot get the mower to engage into drive. The front pully just spins, something isn't right. Any ideas or pictures to help me get through this?

Welcome to GTT. I'm confused about your question. Let me suggest that you download the manual from our Manuals Section, read it, and come back with your unanswered questions later. Johnson, We would need the model number to pinpoint the tractor, there are several versions of the Landlord. On my Landlord, the deck runs off the mid-pto off the bevel gear box. If you are able to upload pictures it would help us further to see the problem.

Model number for the mower is 1692442. I found the manual on here model 1700/2700. The part I'm redoing is on page 8. I'm stuck on the Pully which is number 23, and the key that goes into it which is number 2. I cannot get the belt to engage into drive. Am I missing something easy?
