Is This a Standard Walsh Garden Tractor with the correct sickle?

Is This a Standard Walsh Garden Tractor with the correct sickle? It is a Walsh and the sickle bar looks like Standard. Does the tractor have any mounting or drive for the sickle? The board on the back tank mount is hiding the name tag if its still there. The raised pipe in the front with the plug, did someone extend the oil fill plug normally in the block? You should be able to find the serial number stamped in the block in front of the oil fill plug.
