Charging system on Briggs & Stratton 16Hp opposing twin

When I am running my Bolens 1600H which has a B & S 16 Hp opposing twin I notice the amp gauge shows I am charging for a little while and then it goes to zero and then a little while later it starts charging again. This cycle repeats itself the entire time I am running the tractor. I made sure the voltage regulator is well grounded but that hasn't changed anything. Has anyone had this happen to any of there motors? The engine is a 1987. I think it is the voltage regulator but being they are expensive I don't want to just go and buy one until I am sure that the regulator is the problem. Thanks in advance for any input.

The only thing I can offer is to check for loose or corroded connections, especially the battery posts.
Otherwise it probably is the regulator.
