My name is Loon and have a WH with a mod# of 1-1631 and don't know if it's a
Lawn ranger or not?

Yes, that's a Lawn Ranger. Should have a Tecky H60 motor.

No, some one has put an older B&S on it. I have started a frame off rest.

Welcome to the forum!

If you are willing to send the motor to me, I can rebuild it for you.  However, rebuilding it is not hard to do, and I sell kits that make it very easy to do it yourself.
