looks to be at least partly home made. The base for the seat appears a lot like a Sears front blade hitch.

I would say was a suspension seat from something? That center angled rod probly was a spring or spring/shock one time? No other reason to be out there than that, the way I see it.

They did, but not like this.  The Gravely sulky would hook to a small hitch like a trailer ball.
