High volume, Low capacity gas tank?

I was looking on Ebay for GKW, when I stumbled onto this gas tank.  I am confused by the orientation of the filler cap & drain port.  Should they not be 180* apart, i.e. one on top & the other on the bottom?

That does look odd!! Maybe it has a tube in the outlet that goes to the bottom of the tank. It would be designed to work with a fuel pump rather than gravity feed.

Almost looks to be a factory defective part. The 2 ends of the tank were assembled incorrectly and the whole lot placed on a shelf and forgot. Now years later, "a very rare factory NOS piece."

I cant see a 50 year old tiller or push mower having a fuel pump. The tank is only 1qt. he claims a quantity of more than 10.
