You will have to search for an old 12 Tecumseh.

Why is the tank sideways and hood panel removed?

This one is a much newer overhead valve 14 or 16, if my memory is correct.
What issues does the engine have?

I am out of HH120's right now.    They are popular old engines.

You will have to search for an old 12 Tecumseh.

Why is the tank sideways and hood panel removed?

That is an old Tec OH140, OH150, or OH160.  They don't fit in the same space like the old flat heads do.

DOH, I didn't even catch the OH valves and the bump out for the starter. I've seen the OH motors installed in the olders ones with out mods like that though, just takes some tricks

Studying the engine, it may have been the tank that caused the PO to mod the hood ad the air cleaner that precipitated the grill.

Well the hood is an easy fix just replace the side panel, the grill is another matter to bad an original ST16 airfilter assy wasn't used, the OH160 will fit right in without any serious mods, the clutch idler bracket has to be  modified and the grill raised about a 1/2 inch an a slight bend in the brace.

The engine revs like crazy when you give it any fuel,  I was told their is a plastic piece that is on the shaft of  the govenor that's broke and not available any more

I would almost bet a peanut butter cookie that one of our site sponsors has one.
Take a minute and ask a few of them.

Your on......   :bigrofl:    I haven't had a chance to look at it , or even fire it up, just got it unloaded today and put in the garage. I'm going off what I was told but with all the knowledge and great folks on this site, I'm sure some one has one they would sell me.
