Thats actually how we still do them around here,but most times in 5 gal buckets..

With that kind of counter weight it makes you wonder how badly the tractor was abused.....I mean used.

Rock isn't as dense as steel so the weight is more like concrete of the same size. It would work just fine. Hard to get on and off the tractor though! Now, if he had some wheel weights like that I would be impressed.
