I'm going to pull the motor off sunday. my question is do I have to take the pto clutch off to paint it?

If you want it the proper color it does.  They were painted white from the factory.

That may not be the correct shade for the older tractors. And a few folks have had issues with that brand of paint.

That why I was looking at TSC the closest Case IH Dealer near me is 45 min away

All I can say is buy a can & try it on something to see how close it is. There are so many that look like the right paint until you squirt it!

It's a bit spendy per can, but my local Napa can mix me up the correct shade from the proper paint code and put it in a spray can.  Are you going to end up painting the rest of it as well?  If not the tractor paint will be faded and not match the engine color.

Yeah I'm going stripped the tractor down and get my uncle to help me paint I want it looking good before next years tractor show.

If you are doing the whole thing then my advise is to get yourself Federal yellow right from your CaseIH dealer.  Yellow is onee of the most expensive colors and I can almost guarantee it will be WAY less cost per quart can.  I have used it for a long time and have never had any problems with it.  My closest CaseIH dealer is an hour away and it is still cheaper to drive there and pick up even one quart can than it is to have Napa mix it for me.
