Gabriel is right, all governor shafts on these old engines leak a little, sometimes the oil is just never cleaned off, making it look bad. As for the dipstick, I know the counterweights on the crank come really close, but I've never seen one get hit. Maybe just use your dipstick to check your oil, and put in a little plug when you run it.

I'm having a hard time find something to plug it with. Have any ideas ?

Well, here's a picture of a bin of plugs I have. The two in front of the bin worked well. One was a cap that was off of an old Coleman fuel can, the other was a plug with an O.D. of 15/16". A 1" copper pipe end cap works well too. Whatever you use, make sure you put a tiny vent hole in it.

I got a cap for it all I could find was pvc. The carb rebuilt kit got stolen out of my mailbox so I got to wait to get another one.

Carb rebuilt and Head Gasket on. I think it run pretty good now but I'm no expert I will post video later.

Got the new hydro fan on today and it broke it hitting something also I got to take apart the carb to figure out why it leaking gas out the breather.

Buy Muffler 

Buy Sediment bowl  

Buy Tires 

Buy Sleeve Hitch 

Fix leaking carb 

Buy another hydro fan  

 

Seem like the list is not as bad as before still need it finish by the end of February
