It looks like it's been fixed before, but at least one is starting to come loose.

I wouldn't worry about it either. If it really bothers you I'd just replace the whole head.

I wouldn't be bothered with it. I would be more concerned with the paint on the head than the broken fins. It shouldn't be visible underneath the tin work.

Not if the head is covered up.  The paint will work against the heat dissipation of the air cooling..  It will discolor or even burn in the valve area quickly unless the paint is high temperature..  If it's a show tractor that will only be started/ran short periods then the paint is OK..
