Brake Rod Spring

I have a Craftsman LT 2000. The brake rod spring is either broken or extremely loose. It slides a good inch. I can't see any problem with braking. What's this about? What does this spring do?

I think it may be for cushioning, or helping to return the brake pedal to the operating position, or maybe both. When is the spring loose? Is it when the brake is released?

Is this like the tractor you have?
