If I cut these where my finger is will the back part be under the seat pan? Its off a 1450.

The bolt hole to the left of your finger is the front hole where the fender pan bolts onto.  The rusty area between that hole and the one to the far left is where the battery sits in and the seat is right above the battery.  I am not sure which end you are wanting to use but the seat itself bolts to the fenders in the front and rests on them in the back, (which I am sure you already know).  So it encompasses an area about the same length as what you have shown in the picture.

Is your plan to cut the rails you have and lay them on top of your new rails and then bolt you fenders onto them?  Looks to be coming along good by the way.

That was the plan but 4" channel puts the pan where it needs to be. I thought the holes at the top were the mounting holes. I didn't realize they were recessed.
