I am going to take a stab in the dark & say NO! At a minimum, the throttle cable & choke cables have no end clamps, so moving the lever won't move the fly, it will just shorted the amount of solid wire sticking out the end of the shielding. Secondly, those cables rarely get attached to a place with a rubber bushing. Those are normally for governor rods & springs so they stay firm. The throttle cable should be attached to the mechanism on the right side of your first photo.

I have to agree with Canadian, the throttle cable should be attached to the attached tot he plate mechanism on the side of the motor.
The governor linkage should then attach to the rear butterfly wit the red rubber grommet. The butterfly with the plastic lever on top is your choke, the choke is almost always toward the outside of carb.
