I read that this New Holland LS55 was actually made by Toro, that's why I'm asking it here.  Can anyone tell me why the deck will not go up or down?  This is a Hydro unit and it drives just fine so I don't think it's the pump.  Anyone got any answers for me?  Please help!!!

Don't know much about those tractors but I have seen a few for sale here locally lately. Does that tractor have an adjustable stop to set the deck height. If so, it could be set to the top of travel to prevent the deck from moving. If the tractor has auxiliary hydraulic outlets the deck cylinder could be bypassed with a valve or it could be mechanically locked in one position so the auxiliary outlets will operate properly. Have you had a look underneath to see what's moving when you try to raise or lower the deck. Perhaps the linkage is disconnected.
