Ht23 Idler Pulley Removal

I mowed for the first time on my Bolens HT23, I mowed for about 10 minutes but then the belt came off of the deck, I looked into it and I noticed one of the idler pulleys is bent. I took off one pulley so I could get to the bent one, but I cant get the other pulley off?
I turned the bolt and it just turns and never loosens, I looked as good as I could and don't see anything on the bottom that I can put a wrench on???

Any ideas? am I missing anything?

Any info would be great

where did you find a replacement pulley?

 

I stock the deck idlers if you need them.

The pulley was lightly bent, I was able to get it straightened out.

I don't think it was my main problem anyway, I found out that the bearings are bad in the gear box.
