Bolens 800 High/low Linkage Broken?

I have a 63 Bolens 800 and the high/low linkage seems to be broken. The rod that goes threw the dash area has a lot of slop in it. There is a tab near the end of that rod that looks like it broke off. It still works so im not sure if it is supposed to be that way cause i saw a video and it was the same way.

so that little tab on the shift lever isnt supposed to welded to the square bracket next to it. it almost looks like it was connected at one time cause  the tab would have more wear on the pto linkage.

1963 800 wisconsin S8D bought it for $300 with no starter but starts with one pull. got a nos sears starter/gen for free to put on it
