I don't know what to call it know, but it looks to have started life as a Sears Custom, front axle would give a definite for me.

Man, that's a bit of a mess. The front end looks like it's off of a lawn tractor with the 6" wheels and the small front axle. Reminds me of the Johnny Cash song- One Piece at a Time.
