Thanks for trying.  That's all a fellow can ask.  Unfortunately, my governor / throttle set up wasn't in the manual Trowel sent me either.  Starting to think this is some one-of jury-rigged setup Waterloo dreamed up to solve the backward facing engine problem created by needing the output pulley on the left side.

Here is a picture of the other side,this is the wards ,i had, do not remember for sure but i think the chain hook up to the parts under the muffler on the picture

 9 time out of 10 they all use the same set up, the Wards Plow Trac below shows the set up for more ideas.

Hope springs eternal!  There is definitely a spring, and it looks like it attaches to the hole in the throttle rod, not the governor lever.  I have a piece of wire in that hole to keep the rod from popping out of the lever.

Well, we finally got some above freezing temperatures on a day that I don't have to work.  I got out to the garage & sorted through the can of spare hardware.  Here is what I came up with.  The spring was the hardest part.  I don't have the original and the hole in the governor rod is about 0.020".  That limits the stiffness of the spring, and thus the top speed of the engine.  Works okay, but I am going to keep looking for a stiffer spring.
