i left it outside sitting on 2 barrels for about 4 years. Its frozed up. Wat the suggestion should i do to git gears turn without screwing it up?

Take the gear box apart and replace the bearings as they are probly shot

Post some pics of the damage and some of the members maybe able to give you some advice. bhts may be on the right track.Bearings don't do well in wet weather.

Also,the chain may be rusted and seized up.

Yea, I would start by taking the chain off, then see where you stand.
