A picture of how they mount would help. I would suggest either a gear puller, or bearing splitter.

LOTS of penetrating oil, then LOTS of penetrating oil, then MORE penetrating oil.

At this point you can try the pullers.

Make sure there aren't any roll pins or set screws in the steering wheel.
