I don't belief low pressure would cause key shear. Like Dave said keys might be to soft or wrong size. With low pressure unlikely snap in hydraulic to shear key if gears are not binding.

Ok good news. Borrowed a tiller and hooked it up worked fine. Now I know problem is in my orbital gear on tiller. Does anyone know where I can get fixed or where I can purchase one that works?

Sorry to hear it wasn't a quick fix getting closer to garden time.

Hey guys do your tillers turn by hand if there is no pressure on them? I found one to buy and just wondering I before I hand over $ I could check. I believe the one I tested turned by hand when it was hooked up to my tractor no pressure in gear.

I have a case 224 (1973) model equipped with hyd rear pto. Mine has that valve and engage lever in the back behind the seat. I don't think mine has a relief valve. I accidentally engaged it one time with no hoses hooked up. (Dead headed). The engine stopped so short it was like it locked up in a split second. Luckily nothing broke or got damaged but to me that hints that there's no relief valve.
