I had one just like that. I paid $75 and I had a hard time getting rid of it. I ended up trading it just to get rid of it. Not a bad rider, but defiantly not worth a whole lot.

I worked at TV for many years and we never had riders till up into the  80's when they had some pretty neat machines then. The bigger ones were nice.  TV had just opened a stamping plant to make shovels, wheelbarrows and many things themselves and was stamping their own push mower decks and got into the tractors for awhile too. Didn't last long on the tractors and now that plant is all closed up.  We used to have people wanting parts for some of these old rigs, but we couldn't  help. Darn if I remember who made those.  Seems like good tillers were made by Atlas, so maybe same for these??   Kinda looks Jacobsen tho, but cheapened up.
