Crankcase Vent To The Atmosphere

  Noticed the vent isn't connected the air cleaner housing. How did this slip by the EPA??

The engine may have been designed before the rules tightened up? I know the KT17 on my JD317 does not introduce the crankcase fumes into the carb but the K321 on my JD314 does! Maybe someone else knows the exact reason.

  LCT, another honda clone it appears to be. I just remembered snow blower engines have no air filter so maybe there's an EPA  exemption for that. The vent tube is attached to the valve cover and just hangs down about 4".

Parts missing?   That's what a dangling part indicates to me.
