Are C-165s hard to come by because I can't hardly find any parts on ebay?

All the C-series Wheel Horse Chassis ('73–'83) are basically the same, probably 95% are the same parts, very interchangeable.
When searching on eBay, use: ( Wheel Horse, Wheelhorse ), two words is the correct way, but a lot of sellers use just a one word name.
You should find lots of parts, what are you looking for?

I have 4 of them. What do you need?

I was wondering how much they're worth and if they're good to make into a pulling tractor.

I'm not into pulling; but the pullers seem to really like the Transmission and the Frame to use in pulling, and the Kohler engines seem to be very easy to have bored out for more hp.
Value is determined by: Need vs Want, . . . and then Condition. The 16hp Kohler is very desired with the highest value.

I pulled one for years in our 18hp class. Never missed a beat Price just like any other C series depends on location and condition, But the K341's do bring more than a 14hp one. I do have a ruff C165 8 spd I would take 500 for but do not care if it sells

I'm after one that's in very poor cosmetic shape but functional. The tractor is also FREE if I want it.

Can't argue the price. I have spare tinwork for that series if you need it.

The one on CL without an engine is at $150 now and that's probably negotiable.
