You can run the gravelys pto without the wheels being engaged, he just needs to adjust his clutch.

I looked at these when i was looking at making my own splitter, i wouldnt like it bolted to a car hub but certainly mounted on a bench run with PTO they seem very effective and perfectly safe as long as you take the usual precautions.
In the end i made mine hydraulic simply because the pile of parts i had accumulated dictated it, but i would certainly find a use for a screw type splitter cone depending on price of course...
