I have seen some real oddball tractors but this one takes the cake..Talk about over built!  I can't wait to put the dual tires on...should look real Bad @$$

The Locke Company has been in business for many years and still produces golf course/commercial mowers in Georgia.  The "jet propelled" mower posted in this thread has reels that were probably used on golf courses.

The Devere Company made mowers beginning in 1950.  ...I don't know when they started making the garden tractor.

 

Devere was located at 2000-2012 Clark St, Racine, Wisconsin, as shown in the pic above.  ....By 1964, they relocated to 1220 Washington Ave, in Racine. 

 

In October, 1963, Devere Company became the Devere-Locke Division of Locke Manufacturing Companies.  .....The Devere rotary mowers and tractors continued to be made in Racine, while the Locke-Devere Division continued to manufacture the Locke reel mowers in Bridgeport, Connecticut.

 

At some time between 1964 and 1970, Devere became known as Devere Manufacturing Company, a Division of Bosley, Inc. .  ...The Locke Manufacturing Division became part of Stellar Industries, Inc.

 

For 1964, the 10hp garden tractor was known as Model 1000.
