The only way I'd pay that much for a package deal, is if the 110 is a 1963 or possibly a 1964 model year.

Tractor and Mower Deck = $600.00 +/-

Tiller = $150.00 - $200.00

Snow Thrower = $100.00 - $150.00

80 Dump Cart = $250.00 - $300.00

Manuals = $100.00

All pricing above depends on condition and is just an estimated going rate. Without pictures, it's hard to pin point exact numbers. Assuming that the tractor year is between 1965 - 1967, a more "in the ballpark selling price" would be in the area of $1,500.00. Not sure how he is coming up with a $3,000.00 selling price, unless the tractor and attachments are in really good original condition. If this is the case, then the selling price could go as high as $2,000.00 for the package, but still lower than his current asking price. Just my opinion.

As always a lot depends on condition. If it was in excellent shape and someone who always wanted a 110 with those attachments comes along then he may get a reasonable offer.

I would say its got some serious sentimental value to him since his family has owned it since he was 2.  He still needs to realize it doesn't have any sentimental value for the person that may buy it.  Like the title says he must not really want to sale.
