Looks like an european vineyard tractor. I don't know for what they were used in North America. But great - Hingucker (eyecatcher)!

Why two seats though? Did it have a small backhoe option maybe to use rear seat?

Used to transport rangers through brush and forest, fire breaks etc. Very cool , I'd like to have it myself for snow
