There should be a restore from backup option, but if you made a complete backup when it is running slow and having problems and you do a restore of that backup on a new install I would think you are just reintroducing the problems back in to new install.

The one program I have had people download and run is CCleaner. After that I had them check their virtual memory and set it manually to the amount of their installed memory times 1.5 for the minimum amount and then double their installed memory for the max. ( 4 megs of memory times 1.5 equals 4096 in the minimum box and 8192 in maximum box) Most computers are set for Windows to adjust automatically and usually is set to low of virtual memory space on the hard drive. Then reboot their computer. This seemed to help most. Now with CCleaner go through the cleaning stage and then have it run the Registry clean also. You may be surprised on how different better it will run. There is also a chance that there is something else going on with your computer that is mechanical like a hard drive that is going out. Have had that happen to me and caused all kinds of issues. Hope not though. Good Luck
