Sure is. It's the old style DR Trimmer with the optional tiller attachment.
It's slow, but it will tear up the dirt.

I got me a little Cultivator attachment for my Weed whacker but the whacker is worn out.So I broke down and bought a little 2 stroke cultivator from Sears last year.It works very well.

 

Here's the PTO kit for the DR trimmer.I would get 1 for my DR but I allready have a little cultivator and I have the big saw blade on the DR for brush clearing.

With my mini tiller they recommend pulling it backwards through the row, it does work better this way.

Shots of the cultivator attachment would be welcome.  Where did you get such an attachment?

 

The second video is very helpful to seeing it better.
