Plow in fall & till in spring. Also the refuse U plow under will decompose better.

I also plow my garden in Spring & Fall. I'd plow it 3 times if I could, just for the fun I have doing it!

I plowed and disked the garden with a DB walk behind one year and decided never again. While I loved the plowed up garden and the fun of it, it was too much for walk behind tractor. I found a 74 Gilson garden tractor with a 40" tiller and bought it and used the ever since. But have since wanted to plow with a GT, just never got a sleeve hitch mounted to any, and once I did I didn't use it!!! :(
This year I am going to a plow day though, that should be 10 times as fun as plowing alone. :D
