I am thinking about trying to get this mower. The owner said that something 'popped' in the rear and it stopped working? I know nothing of Bolens but could that be a expensive fix or is this something that happens often with these rear ends?

It is possible that the drive shaft coupler or U-joint broke.

I think for $251 even if its a PITA to fix you could part it out and make money.

First it is NOT a HT23 it is a HT20 that was painted and a different hood or decals added to it. As for the problem to hard to tell without tearing into it.

No High/low lever & the seat mount the only things you saw that gave that away Bob ?

It's still a steal @ 250 or so. IMO

No the steering wheel, the hood is also from a HT18 or HT20 model 2086 due to the slots for the latches and then you can tell the decals on the frame have been taped over before it was painted. The PTO handle rubber is the wrong color also. The dash is also incorrect but that cold have been change as I have done that to mine. but if it was closer to where I am going I would pick it up for that price also.
