Is it the springs off your two needle valves on carb?

No I don't have a pto ind light , Not battery hold down , and not carb jet screws .

BIG QUESTION is do they sit on top of the 2 valves on pto that let it free wheel when you turn the knob up and down ?

Auxilary engine valve springs? They go inside the primary ones.

those are just extra parts , they put those on every thing i work on .

ya if you use those buttons when you put on your shirt it looks ridiculous
