We used a very well rotted horse dung/sawdust mixture every other year. Even so, we got some weed seeds that were noxious. Seems that a pile of steaming stuff (literally) doesn't kill everything.

We get the odd weed seed as well, but that's one advantage of raised bed rows:  easy weeding.  Mind you, we also get weeds in places we don't put horse poop.  Could be a coincidence.
