Briggs 8hp Numbers Wrong In Other Post

I am refering to my post about the reving engine.

I had the first set of numbers all wrong.  I must have been multitasking that day and wrote down something incorrectly or....who knows why? 

Anyway, these are the engine numbers:

190402   0552-01   73121410

This was what I asked in the origional post

It was pulled from a sears 3 point tiller that a friend bought and repowered with a Harbor Freight Predator engine.  He had never ran this engine but said it reved at full speed when started.  I looked and the idle screw wasn't touching but is fully open and when you turn it by hand so the screw touches, it is spring loaded so it turns hard and opens full throttle when you let go..  I am thinking that someone has something hooked up backwards ot the governor is way out of whack.  I would like to find a manual online but don't know what to look for.

So my questions currently would be"

Where do I get the correct manual?

What about that spring loaded throttle?

It apears that there is a spring that goes between the  throttle contol and the governor lever.  Then the link that goes from the governor lever to the carb. It is holding the idler at full throttle, with engine off and throttle cable pushed in all the way.

This parts list shows more than I have seen in any of the briggs manuals I have downloaded so far.  Of course, If I knew just which manual covered my engine, it would help.

Great illustrations there.  In figure 77, there is a link that goes to the choke with an arrow showing "fast position".  Mine is missing that link.

Frank found this on you tube and pointed it out.  This is what mine is like but mine uses a throttle cable instead of the push/pull thing on that engine.
