The porter cable gardenmaster is the predecessor to the moto-mower.
Moto-mower (owned by Dura) bought out the porter cable garden tractor division around 1959 and continued the round hood for a few years. This style was made between about 1956 and 1961 (give or take a few years).
If it has the original briggs 6hp motor, check the date code.


Looks like the seat is missing - common stamped steel pan.
The missing carb is a medium flo-jet - not sure how hard they are to find.
From the pictures, I can't tell if the battery cover and belt guard on the right-hand side is there.
I see a pulley on the starter side of the motor, but I don't see the starter/generator.


My opinion is that the price would be about the top of the reasonable price range - being sold without a carb, it's not running.
