Why would I have to mess with valve clearances if all I'm doing is putting new valve springs in it?

More importantly, why would you want to put new springs on without checking for proper clearance? More than likely the valves/seats need lapping. This can change clearance, & likely the clearance is off as it is. No way to tell clearance until all is cleaned up & seating well.

I would think they'd be stamped into the flywheel shroud.

I just looked a similar engine, but just 3hp, and the numbers are stamped into the side of the shroud, opposite the carb/exhaust side.
