There was a similar but different tractor at Portland, IN swap last spring. It had Worthington Mower in the gearboxes and cast brass hub caps with a big W on them. I looked long and hard and wrote it off as a home made. I think it had been made from the gearboxes of a gang reel mower. The drive wheels would have driven the reel which would have been where the top axle is. Looks like they are driving the wheels backwards from the reel section. Where the handle bars are attached is where the roller would have been. The one at portland had fancy cast wheels that looked like they were from the mower also. I'm leaning toward home made on this one too.
