Briggs 12.5 Hp - Timing Issue

So, I've split the engine from my New To Me Husqvarna LT125 so I can replace the crankcase gasket. I think the timing might be off. It has been a while since I've been in one of these but I thought the two dots where suppose to line up when the time is set proper. Am I wrong? It is a 28670 0441 01, 12.5 hp vertical shaft.

The PO said the engine leaked oil & he let his brother try to fix it. When he got it back, it leaked worse & it wouldn't start. On the upside, it has a lot of the parts my Poulan Pro needs, if this engine is junk.

Yes, the dots are supposed to be aligned. No way it will start 6 teeth off.
