Nose pincher. It keep the water out of your when you are swimming, or to keep from smelling.

It's a fancy Towel Holder from a kitchen.
You open the marbles up, put in the towel and the handle would hang over an old fashioned knob.

Oh goodness, never throw stuff like that away. If nothing else, it's a cool conversation piece.
