I have a 15.5 brigs on this mower and the starter drags BIG time. I Checked the battery and it reads 12 v so the Battery is good all connection are clean and tight.Even jumping it with a bigger battery it still barley cranks enough to start, but after starting it runs great..Are brushes available for this starter.ANY SUGGESTIONS WOULD HIGHLY BE APPRECATED

You can get brushes from your local small engine shop, probably around $20.
You may be able to get them from one of the site sponsors here as well

I'd take the starter apart and inspect the brushes and commutator. Sometimes there may be a brush thats stuck or dirt and carbon may be preventing a good connection. You may need to have new brushes or the commutator could be worn.
