Homelite T16H Can Not Get In Gear

I need some help I just restored a Homelite T16H Aliis made. I can not get the the thing out of neutral on the lever on the differential. The instruction decal is very confusing as if if should be pushed in for gear engage or pulled out. The lever is stuck and I do not want to force it in either direction without knowing which way it goes. Your help would be appreciated.

I'm confused. I thought both different rears used on these had a lever that turned. On the inside of the right rear wheel, on the back end. Lever tilted to the right: neutral. Lever straight up: drive.

Yours has a lever that pulls out and pushes in? Be sure to rock it slightly when attempting to shift it. It helps hit the sweet spot to fully engage or disengage the trans.

Yes, the lever shaft rotates rather than pushes in/out.
